【 摘 要 】

The World Bank has helped Albania,Georgia, and Latvia measure corruption and design strategiesto combat it and improve governance. This note explains howempirical surveys can inform and transform the policydialogue, so that a workable anticorruption agenda can beestablished. Early results are given as well as emergingconclusions. Also, challenges in performing these surveysare highlighted, as well as in translating survey resultsinto institutional reform priorities.
