【 摘 要 】
Scandinavia, where countries have tradedpower for decades, has the world's most developedinternational market for electricity. Recently the tradingsystem has changed dramatically, moving from the old modelof cooperation among the leading vertically integratedutilities in each country, under the Nordel agreement, tocompetitive market rules. Norway and Sweden established acommon power market, Nord Pool, in 1996, and Finland joinedin June 1998. This Note examines why Nord Pool came intobeing, what conditions facilitated its development, and whatlessons it provides for World Bank client countries.
