A 1999 study by the Bank, whichsummarized the unprecedented opportunity for economic, andenvironmental benefits for individual countries, and theentire Greater Mekong Sub-region (GMS) associated withcross-border power trade, concluded that a full tradescenario, could yield significant savings over the next twodecades, even before quantifying substantial environmentalbenefits. Based on these conclusions, GMS member countrieswere surveyed (attached as an appendix), and, this reportcompares the status of institutional/regulatory, andcommercial policies across the region, to provide backgroundinformation. Specifically, the focus is on the compatibilityof national regulatory systems, especially for wheeling; thecompatibility of pricing principles at both production, andtransmission; and, the potential barriers to enhanced trade,which are revealed in this review. Section 2 provides abrief review of on-going reforms in member countries.Section 3 compares progress with respect to key regulatory,and commercial issues (particularly pricing) most criticalto power trade, noting barriers to expanded power traderevealed through the country comparisons.
