The succesful selection and design ofBank lending operations involving policy reforms depends onthe World Bank's capacity to assess borrower ownership.The Bank must know whether there is sufficient ownership tojustify lending and, if not, how to work with the governmentto build broader ownership as a prerequisite for lending.This Note surveys the tools that the Bank has typically usedto assess borrower ownership, recommends a promising newassessment instrument called reform readiness analysis, anddescribes how to use this new instrument. The Note alsodiscusses how the Bank might contribute to building ownership.
