Computerization is an important part ofWorld Bank tax and customs projects. Revenue administrationcomputerization projects should be seen in the broadercontext of public sector reforms. They touch on issues suchas the government's overall strategy for informationtechnology, the revenue agency's autonomy inmaintaining information technology systems, civil servicelaws and procurement policies, and communication andcooperation among government agencies. Drawing on completedand ongoing projects -- especially the Philippines TaxComputerization Project -- this note offers recommendationsfor project design and implementation.
