Timor-Leste, a young country with ayoung population, has enjoyed rapid growth driven by abooming oil sector. However, the country still facessignificant challenges such as a high poverty rate, a lackof infrastructure, high levels of unemployment among theyouth and critical human resource constraints. The skillsshortage has been felt throughout the economy, starting withthe oil and gas sector where a large proportion of workersare foreign. Developing a skilled workforce is a necessarystep to stimulate the incipient private sector and attractforeign investment.
