This report organizes the contents,lessons learned, and conclusions of this workshop and isgeared toward project and institution leaders and managers,as well as persons responsible for project execution who areinterested in taking advantage of the benefits derived fromthe inclusion of Communication for Development (CfD)components in their projects so as to increase theireffectiveness, impact, and sustainability over time. Thebrief theoretical overview of the concept ofCfDand theprocesses and approaches that it can entail (chapter one),the document reviews the importance of CfD in project designand implementation of projects, in particular those relatedto water, sanitation, and infrastructure (chapter two), andprovides examples and outlines communication relatedchallenges in these areas. Through a practical view focusedon the presentation of experiences and lessons learned inthree specific cases, namely, building citizen engagement inPakistan, developing a mass transit system in Colombia, andcreating a water culture in Mexico, the evidence supportsthe strategic value of CfD in ensuring the smooth progressof a project (chapter three), and the benefits andadvantages that supplement and shape a development proposal.This is followed by a review of strategies aimed atestablishing dialogue that fosters the effectiveparticipation of all groups involved. Emphasis is placed onsuch topics as research as a point of departure for projectdesign, the establishment of environments conducive tobehavior change by persons involved, the use of advocacy tofoster engagement by decision makers, and the use of CfD inhandling and resolving conflicts and promoting projectsustainability in the future (chapter four). The finalchapter (chapter five) assesses the most significant aspectsof the last group activity conducted at the workshop. Thisassessment underscores the significant lessons learned atthe event and such pending tasks as project teams relativeto the communication components and/or strategiesencountered during the design or implementation process.
