【 摘 要 】
This paper considers the design andperformance of auction mechanisms used to deploy renewableenergy in three emerging economies: Brazil, China, andIndia. The analysis focuses on the countries'experience in various dimensions, including pricereductions, bidding dynamics, coordination with transmissionplanning, risk allocation strategies, and the issue ofdomestic content. Several countries have turned to publiccompetitive bidding as a mechanism for developing therenewable generation sector in recent years, with the numberof countries implementing some sort of auction procedurerising from nine in 2009 to 36 by the end of 2011 and about43 in 2013. In general, the use of auctions makes sense whenthe contracting authority expects a large volume ofpotentially suitable bids, so that the gains fromcompetition can offset the costs of implementation. A studyof the successes and failures of the particular auctiondesign schemes described in this paper can be instrumentalin informing future policy making.
