【 摘 要 】

This report addresses a pressing issuein Mexico's electricity sector the large and growingsubsidies to residential consumers and their regressiveincidence across different segments of the population. Itresponds to requests from the Ministry of Energy to providea preliminary assessment of alternatives to the currentsubsidy system, building on prior collaboration between theGovernment of Mexico and the World Bank on thedistributional impact of public spending, the performance ofconditional cash transfer programs and otherpoverty-targeted programs, and related work on pricing andsubsidies for infrastructure services. This study wasdesigned as the first phase of a multiphase program ofcollaborative analytical work. This first phase providesestimates of the distributional and fiscal performance ofalternative subsidy targeting mechanisms to help informdiscussion and deliberations on feasible goals and practicalapproaches over the medium term. A second phase will addresstransition paths, specific compensatory mechanisms, anddecision processes for pursuing the options that the Mexicanauthorities deem most promising.
