【 摘 要 】
Education is central to giving childrenthe building blocks for a life free of poverty. When schoolsfail to deliver quality education, children are left withoutthe skills and knowledge they need to realize theircapabilities and become productive adults. This isn'tjust a problem of insufficient supplies or poor facilities.Policymakers and education experts in developing countriesoften grapple with the problems of accountability: it can behard to create mechanisms for holding schools responsiblefor student achievement, but across the world, promisinginnovations are being introduced. The World Bank is workinghard to help countries meet the United Nations MillenniumGoal of universal primary education, and to ensure thatschools teach effectively and students can learn. Tounderstand whether low-cost private schools can improveaccess to education and promote student learning especiallyin cases where public schools aren't succeeding theWorld Bank carried out an evaluation of a new public-privateeducation partnership in Pakistan at the request of thegovernment. Private schools in the program receive aper-student monthly subsidy in exchange for waiving tuitionfor all students and meeting a minimum pass rate in astandardized academic test administered to students.
