【 摘 要 】
Trade facilitation and logistics havebecome an important policy area in development. Supply chainconstraints are now recognized as a major impediment toexport led growth. The Trade and Transport FacilitationAssessment (TTFA) is a practical tool to identify theobstacles to the fluidity of trade supply chains. Taking theperspective of service delivery to traders, the TTFAassessment is founded on facts and data collected through aseries of meetings and interviews with the main public andprivate participants to these international supply chains. They include customs and other border agencies, transportregulators, freight forwarders, transport operators, ports, and others. The toolkit helps design plans of action toimprove logistics performance among its three maindimensions: infrastructure, services, and procedures andprocesses. This new edition of the toolkit provides anopportunity not only to reflect the changes in the tradeenvironment and the need for additional features in thetoolkit, but also to benefit from the experiences of theassessments already undertaken based on the originaledition. In 2001, the Bank issued a first TTFA toolkit basedon an original concept developed by John Raven. This initialconcept was extensively revised to give the new toolkit anincreased operational focus. The semantic change from auditto assessment also reflects the expansion in scope and theemphasis on development of implementable actions beyond theinitial diagnosis.
