【 摘 要 】

Mobile banking services offer greatpotential to expand financial services, particularly paymentservices, to the poor. They also provide a convenient andcost effective way to access bank accounts. This paperconstitutes a first attempt to explain statistically whatfactors contribute to mobile banking usage, with aparticular focus on the regulatory framework. The authorsconstruct an index that measures the existence of laws andregulation that support mobile banking activity for 35countries. Using variations in regulatory environmentsacross these countries and armed with newly released data onmobile banking usage by approximately 37,000 individuals inthese 35 countries, the paper sheds light on the importanceof laws and regulation in supporting mobile banking. Theanalysis finds that a supporting regulatory framework isassociated with higher usage of mobile banking for thegeneral population as well as for the unbanked.
