The 2005 Annual Report on OperationsEvaluation (AROE) focuses on the country because it is themain unit of account for monitoring, managing, andevaluating performance. It examines Country AssistanceStrategies (CASs) for how well they link country goals, CASoutcomes, and Bank programming. It also examines how Bankinformation from M&E systems is actually used to managethe performance of Bank country programs. Finally, thereport takes stock of the measures taken since the 2003 and2004 Annual Reports on Operations Evaluation to strengthenthe results focus in monitoring and evaluation. A review ofCountry Assistance Strategies conducted for the 2005 AROEfound that most attempted to link country development goalswith CAS outcomes and Bank interventions. These linkageswere better developed in education, health, and theenvironment than in other disciplines. These particular CASsincluded performance measures to track progress towardachieving goals and outcomes. However, many of thesemeasures lacked baselines, specific targets, or both,limiting their effectiveness for monitoring, management, and evaluation.
