【 摘 要 】
Fragile and conflict-affected statesface daunting challenges for development. Aid has a greaterimportance on development in these states than in others,and therefore aid effectivenessmanagement and delivery ofaid bears serious consideration. Despite its significance,aid effectiveness is appreciably lower in fragile andconflict-affected states than in others. What are the keyaid effectiveness challenges in these states and how canthese issues be better addressed? As important initialsteps, this paper aims to identify (i) aid effectivenesschallenges facing fragile and conflict-affected states and(ii) good aid effectiveness examples using the results ofthe Survey on Monitoring the Paris Declaration on aideffectiveness, which was designed as a mechanism to supportglobal and country level accountability. Both fragile andconflict-affected states (recipients) and developmentpartners (providers) are mutually accountable for aideffectiveness; therefore, this paper focuses on both sides.While the analysis confirms the significantly lower aideffectiveness performance in fragile and conflict-affectedstates -- especially on aid on budget, aid predictability,and use of country systems -- good performance examples inseveral of these states are identified. The aideffectiveness performance of development partners in fragileand conflict-affected states differs significantly acrossdifferent groups. Multilateral development banks and othermultilateral organizations perform better on average thanbilateral organizations and vertical funds. Disaggregationof development partner performance at the institutionallevel and the partner country level enables the analysissuccessfully to identify good performance examples. In usingthe results of this paper to improve aid effectiveness, keyadditional steps should include (i) considering whether theidentified challenges are essential; (ii) analyzing thefactors/reasons behind good performance examples; and (iii)discussing whether good performance examples can providelessons that can be adapted and applied.
