This report proposes the development ofa coordinated and comprehensive national policy within theEnergy Law that is presently under preparation based on fourfoundational themes: reducing energy growth below economicgrowth, making better use of national energy resources,safeguarding the environment, and making the energy systemrobust to withstand potential disruptions. It stresses thatthe policy measures and program to achieve sustainabilitywill have to be the subject of careful consultation withingovernment and extend to mobilizing China's civilsociety. The scope of and potential for fruitfulinternational cooperation is also explored, but the detailmust be worked out in a cooperative framework. The main bodyof the report is arranged in six chapters. The firstexamines what the projections say about the future ofChina's energy consumption and concludes that urgentaction is needed to avoid locking the country into anunsustainable energy development path. Chapter two evaluatesend-use efficiency and finds that a less energy-intensivepath can be founded on the most advanced technologies. Thethird chapter examines the damaging environmental impacts ofthe huge prospective energy growth, which dictate the needfor a less-intensive path, a larger share of clean energysources, and dramatically more clean coal. Chapter fourassesses security of energy supply and proposes means toimprove it and ensure the safety of national energy supplysources and networks. The fifth chapter emphasizes gettingright the pricing fundamentals of the sector. The lastchapter draws conclusions from the first five on mattersrequiring urgent policy attention and proposes developmentof a coordinated and comprehensive national policy forenergy sustainability.
