Empirical insights on household behaviorand electricity consumption patterns in this book revealthat, in Europe and Central Asia, the erosion of tariffbased subsidies has disproportionately affected the poor,while direct transfers through social benefit systems haveoften been inadequately targeted. The book suggestsalternative strategies for achieving cost-recovery in theelectricity sector in a socially and politically acceptablemanner, providing lessons that are equally relevant forother utilities and regions.
