This paper examines the key aspects ofthe practices of school-based management in Indonesia, andits effect on education quality. Using a conceptualframework of an accountability system of public servicedelivery, the paper explores the relations among Indonesianparents, school committees, schools, and governmenteducation supervisory bodies from three tenets:participation and voice; autonomy; and accountability. Usingthe data from a nationally representative survey of about400 public primary schools in Indonesia, the paper findsthat the level of parental participation and voice in schoolmanagement is extremely low in Indonesia. While the role ofschool committees is still limited to community relations,school facilities, and other administrative areas of schoolmanagement, school principals, together with teachers, aremuch more empowered to assert professional control of theschools. The accountability system has remained weak inIndonesia's school system, which is reflected byinadequate information flow to parents, as well as seeminglylow parental awareness of the need to hold schoolsaccountable. The accountability arrangement of theIndonesian school system currently puts more emphasis ontop-down supervision and monitoring by governmentsupervisory bodies. The findings show that although thescope of school-based management in Indonesia is limited, ithas begun to help schools make the right decisions onallocation of resources and hiring additional (non-civilservant) teachers, and to create an enabling environment oflearning, including increasing teacher attendance rates.These aspects are found to have significantly positiveeffects on student learning outcomes.
