【 摘 要 】
International Debt Statistics (IDS)presents data and analysis information on the external debtof developing countries for 2011, based on actual flows anddebt related transactions reported to the World Bank DebtorReporting System (DRS) by 128 developing countries. Itreplaces Global Development Finance, which has beendiscontinued, and provides users with comprehensive stockand flow data on the external debt of individual developingcountries and or regional and analytical groupings. As aservice to users international debt statistics also set debtflows within the broader framework of aggregate net capitalflows (debt and equity) to developing countries and includesa summary analysis of trends in 2011. The remainder of theoverview is organized as follows. Section one analyze thekey factors driving the evolution of developingcountries' debt stocks and flows in 2011. Section twodescribes recent trends in external debt flows to developingcountries, including the financing pattern of differentcategories of creditors and the concentration of flows inspecific countries and country groups. Section threeexamines the remarkable growth of private nonguaranteed debtover the course of the decade and the paralleldiversification of borrowing instruments available todeveloping countries' private sector borrowers. Sectionfour assesses the level of developing countries'external debt, measured in relation to key macroeconomicvariables, notably Gross National Income (GNI) and exportearnings. Section five summarizes trends in aggregate netcapital flows, debt and equity, to developing countries in2011. Section six distills the main messages for 2011 andthe first half of 2012 from the information reported toQuarterly External Debt Statistics (QEDS) and Public SectorDebt (PSD) databases for developing and high incomecountries. Annex A provides users with a short overview ofthe coverage and content of the QEDS and PSD databases andannex B summarizes trends in lending by the World Bank (IBRDand IDA) in 2011.
