【 摘 要 】
Improvement of energy efficiency is oneof the main options to reduce energy demand and to reducegreenhouse gas emissions in Ukraine. However, large-scaledeployment of energy efficient technologies has beenconstrained by several financial, technical, information,behavioral, and institutional barriers. This study assessesthese barriers through a survey of 500 industrial andcommercial firms throughout Ukraine. The results from thesurvey were used in a cumulative multi-logit model tounderstand the importance of the barriers. The analysisshows that financial barriers caused by high upfront costsof energy efficient technologies, higher costs of finance,and higher opportunity costs of energy efficiency investmentare key barriers to the adoption of energy efficiencymeasures in Ukraine. Institutional barriers particularlylack government policies, which also contributes to the slowadoption of energy efficient technologies in the country.The results suggest targeted policy and credit enhancementscould help trigger adoption of energy efficient measures.The empirical analysis shows strong inter-linkages among thebarriers and finds heterogeneity between industrial andcommercial sectors on the realization of the barriers.
