Every country should develop strategiesfor managing low-probability, high-impact extremeevents-strategies that reflect their own as well as globalexperiences with mega-disasters. These strategies shouldintegrate structural and nonstructural measures tailored tolocal conditions. Forecasting and early warnings, land-useplanning and regulation, hazard maps, education, andevacuation drills are all vital. Lessons from the Great EastJapan Earthquake (GEJE) can help improve these nonstructuralpractices, which in Japan have been shaped by trial anderror after experiences with many natural disasters. Theinternational community should develop knowledge-sharingmechanisms to help countries prepare for low-probability,high-impact extreme events.
