Assessing the Governance of Electricity Regulatory Agencies in the Latin American and the Caribbean Region : A Benchmarking Analysis

【 摘 要 】

This paper focuses on an evaluation andbenchmarking of the governance of regulatory agencies in theelectricity sector in Latin American Countries (LAC). Usinga unique database, we develop an index of regulatorygovernance and rank all the agencies in the LAC countries.The index is an aggregate number of the evaluation of fourkey governance characteristics: autonomy, transparency,accountability, and regulatory tools, including not onlyformal aspects of regulation but also indicators related toactual implementation. Based on 18 different indexes, weanalyze the positions of agencies with regard to differentaspects of their regulatory governance, considering not onlyperformance in each variable but also scores in thedifferent components of each category. This evaluationallows for the identification of particular countryshortcomings regarding governance, and indicates neededimprovements. Although the region shows an overall goodgovernance design of their regulatory agencies, theimplementation of the independent regulator model stillfaces several challenges. This is particularly evident inpolitical autonomy and in the informal aspects ofgovernance, where the region shows the largest number ofcountries with the lowest scores. Trinidad and Tobago andBrazil show the best results and Ecuador, Honduras, andChile the poorest performances. The rest of the countriesvary according to the different indexes. We give eachgovernance variable equal weights and positively test therobustness of our approach using Principal Component Analysis.
