【 摘 要 】
This paper proposes a systematic andpragmatic approach to planning and conductingself-assessments of country and program strategies. Theapproach, which is grounded on inquiry principles and guidedby a sound and logical conceptual model and process, isapplicable to strategy development, progress reviews, andprogram management. The authors have used the approach invarious settings-in the public and private sectors, inacademic institutions, and in nongovernmental organizations(NGOs). This paper argues that the self-assessments itdescribes can make three strategic contributions. First,they use a participatory process, which engages thoseresponsible for designing and implementing strategies andprograms in the assessment process. Second, they improvestrategy design by providing critical information that canbe used for finetuning and further developing the strategy.Third, they focus on the outcomes that have been achievedduring the program period, triangulating multiple datasources to assess progress, and deriving lessons that can beincorporated in the next program strategy. Thus, theseself-assessment exercises become powerful tools in planningand managing for results at the operational level, and animportant source of learning about achievements acrosssectors and countries.
