【 摘 要 】
This paper presents new indicators for185 economies measuring the accessibility of businessregulatory information. The paper shows that the new datacan serve as meaningful proxies for the overall transparencyof governments and the new data have explanatory power forthe quality of business regulation. The paper finds theregulatory environment to be most opaque in Sub-SaharanAfrica and the Middle East and North Africa, wherebusinesses can often only access basic regulatoryinformation by meeting a government official. By contrast,in countries in the Organisation for Economic Co-operationand Development and Eastern Europe and Central Asia, accessis more direct via websites, public billboards, andbrochures. Moreover, Organisation for Economic Co-operationand Development economies are more consistent in theirtransparency efforts across government agencies. The paperalso finds that while resources as proxied by income levelsplay some role in explaining why some economies make moreinformation easily accessible than others, those resourcesare not the only determining factor; regardless of income,more democratic governments tend to make greatertransparency efforts. Finally, easier access to basicregulatory information is associated with greater regulatoryquality and less corruption.
