At the March 30-31, 2006, meeting of theOrganization for Economic Co-operation and Development(OECD)/Development Assistance Committee (DAC) network ondevelopment evaluation, representatives of the WorldBank's Independent Evaluation Group (IEG) presentedtheir observations on the growing need to develop consensusprinciples and standards for the evaluation of Global andRegional Partnership Programs (GRPPs), based on their recentreviews of a sample of such programs and their evaluations.The meeting was attended not only by members from theevaluation units of 23 bilateral agencies and developmentcooperation ministries, but also by representatives of theAfrican Development Bank (AfDB), the Asian Development Bank(AsDB), the European Bank for Reconstruction and Development(EBRD), the Inter-American Development Bank (IDB), theInternational Finance Corporation (IFC), the InternationalMonetary Fund (IMF), and the United Nations DevelopmentProgram (UNDP). Participants at the meeting expressed broadsupport for the development of such principles andstandards, and requested that IEG play a leading role indeveloping them. The present sourcebook of indicativeprinciples and standards for evaluating GRPPs is the resultof IEG response to this request. The purpose of theindicative principles and standards contained in thissourcebook is to improve the independence and quality ofprogram-level evaluations of GRPPs in order to enhance therelevance and effectiveness of the programs.
