【 摘 要 】

This paper provides a comprehensive,global database of deposit insurance arrangements as of2013. The authors extend their earlier dataset by includingrecent adopters of deposit insurance and information on theuse of government guarantees on banks' assets andliabilities, including during the recent global financialcrisis. They also create a Safety Net Index capturing thegenerosity of the deposit insurance scheme and governmentguarantees on banks' balance sheets. The data show thatdeposit insurance has become more widespread and moreextensive in coverage since the global financial crisis,which also triggered a temporary increase in the governmentprotection of non-deposit liabilities and bank assets. Inmost cases, these guarantees have since been formallyremoved but coverage of deposit insurance remains abovepre-crisis levels, raising concerns about implicit coverageand moral hazard going forward.
