【 摘 要 】
The report suggests that improving andsustaining export performance and thereby gross domesticproduct (GDP) growth will require sustained improvement inforeign direct investment (FDI) inflows, pointing again tothe need for significant structural reform. Despite recentincreases, FDI inflows in South East Europe 5 (SEE5) remainlow and below potential. The onus for encouraging FDI fallson structural reforms, given the above limits on both fiscaland monetary policy. Deeper integration within CentralEuropean free trade area (CEFTA) countries will increasemarket size, improve service quality, and help attract FDI.Deeper integration among SEE countries such as through thecompletion of the implementation of CEFTA 2006, thereduction of border frictions through the establishment of asingle management of Border crossing points, theregionalization of the rules of origin among CEFTA 2006countries, and the expansion of SEE participation in panEuropean/Mediterranean cumulating of origin arrangements (anongoing process) will contribute to market contestabilityand the development of a larger market, thereby helping toattract FDI. Deeper integration among CEFTA countries inservices could also contribute to improving service qualitysignificantly, thereby enhancing the overall productivity ofthe economies. This report mentions several areas, indifferent sectors, where there can be opportunities forregional harmonization and cooperation, including thoseareas where the agenda is defined by commitments to the acquis.
