【 摘 要 】
This paper provides a primer on thefiscal implications of climate change, in particular thepolicies for responding to it. Many of the complicatedchallenges that arise in limiting climate change (throughgreenhouse gas emissions mitigation), and in dealing withthe effects that remain (through adaptation to climatechange impacts), are of a fiscal nature. While mitigationhas the potential to raise substantial public revenue(through charges on greenhouse gas emissions), adaptationlargely leads to fiscal outlays. Policies may unduly favorpublic spending (on technological solutions to limitemissions, and on adaptation), over policies that lead tomore public revenue being raised (emissions charges). Thepervasive uncertainties that surround climate change makethe design of proper policy responses even more complex.This applies especially to policies for mitigation ofemissions, since agreement on and international enforcementof cooperative abatement policies are exceedingly difficultto achieve, and there is as yet no common view on how tocompare nearer-term costs of mitigation to longer-term benefits.
