Against the backdrop of agreement thatglobal coordinated action is needed to prevent dangerousclimate change, individual countries are thinking throughthe implications of climate action for their economies andpeople. The rest of the report is organized along thefollowing lines. The next section provides background onPoland's greenhouse gas (GHG) emissions. Then section Bsets out Poland's existing carbon abatement targets andkey policy challenges related to GHG mitigation. The nextsection summarizes the innovative methodological approachused by the report. Section D discusses the methods andimplications of constructing business-as-usual or referencescenarios. Section E provides the major findings from thefirst model, the engineering approach, on the costs ofmeasures aimed at GHG mitigation for Poland. Section Fexplains how these findings are expanded and revised byincorporation into the first macroeconomic model. Section Gprovides an analysis of the economic impact through 2020 ofmitigation measures within the constraints of European Union(EU) policy arrangements. Section H examines the energysector and how Section E's findings are enhanced byoptimization of the structure of the energy sector.
