【 摘 要 】
This working paper presents abenchmarking analysis of School Based Management (SBM) usingempirical data from the Philippines. School based managementis widely used as a policy tool in many countries that seekto improve the quality of service delivery throughdecentralization. School based management typically takesmany years to have an impact on educational outcomes, butpolicy makers need to know sooner how well the policy isbeing implemented. The paper extends the well-known Raschmethodology from the literature on student achievement,including the Programme for International StudentAssessment, to the measurement of the implementation ofschool based management by computing a Rasch measure of theimplementation of school based management. To test whetherthe resulting benchmarked measure is plausible and haspractical policy value, the measure is tested forcorrelations with standardized measures of personality andpolitical skills of school principals, developed in thepsychology and political science literatures. The paper willbe useful for readers interested in studying school basedmanagement as well as those interested more generally in themethodology of benchmarking implementation of public policywhere the ultimate results are subject to longimplementation periods. The methodology presented in thispaper can be applied to enhance the rigor of the ongoingSystems Approach for Better Education Results (SABER)exercise to benchmark educational policies in variousdomains. That exercise is set to become one of the flagshippolicy analytical tools being developed by the World Bankand partner agencies.
