Despite mounting evidence that supportsthe pro-poor benefits of migration, it has not been easy tounlock doors into development country labor markets. This islargely because both labor sending and receiving countriesare unsure that such programs can be designed or executed ina manner that considers their respective (and oftencompeting) interests. This note offers guidance on how todesign and implement scheme that is win-win for both hostand source countries.
