【 摘 要 】

The overall aim of this paper is tocontribute to the understanding of Resource Allocation andPurchasing (RAP) arrangements as regards pharmaceuticals indeveloping countries. The specific objective of this paperis to examine the strategic questions that arise, whenpursuing an active purchasing and resource allocationstrategy for drugs, as well as the actual practice andexperience from applying different RAP strategies to promoteaccess of the poor to essential drugs, i.e. availability ofaffordable essential drugs of good quality and appropriateand efficient use of drugs.
