This report is the result of a technicaland economic assessment of the fisheries sector in CapeVerde. While originally focusing particularly on thelong-term development and governance strategy of the sector,the authors, faced with the increasingly apparent need forfundamental restructuring of the sector, redirected theirattention to what has become an assessment of how to createa viable fishing sector that can effectively reach realisticstakeholder objectives. The draft report was discussed withrepresentatives of the public and private sectors in CapeVerde September 19 and 20, 2007. The findings andrecommendations of the workshop have been summarized inseparate textboxes in the report; the complete findings havebeen attached as annex C. This report suggests that astrategy supporting a combination of short-term actions isneeded to create a sector - using gradually decreasingpublic and donor funding - that would provide: a) fishermenand other stakeholders a long-term sustainable source of rawmaterial, b) equitable income growth and employmentprospects, and c) provide the country with a dependablesource of protein for human consumption.
