【 摘 要 】
The Californian power crisis appears tohave greatly rekindled the latent doubts on moving to morecompetitive market structures for such an essential serviceas electricity. The recent collapse of Enron and severalother industrial giants, as well as doubts about thereliability of external audits (resulting, in particular, inthe collapse of Arthur Anderson) and the slide in the stockvalues of AES and other companies has eroded the confidencein the institutional pillars of the market, such ascorporate disclosure, external audit, and oversight byregulators and Security Exchange Commissions. Major energyinvestors, at least in North America, seem to be anxious toclean up their balance sheets to eliminate from theirportfolio unprofitable and risky investments.
