【 摘 要 】
Incorporating qualitative methods intothe evaluation of development programs has becomeincreasingly popular in recent years, both for thedistinctive insights such approaches can bring in their ownright and because of their capacity to complement thestrengths -- and where necessary correct some of theweaknesses -- of quantitative approaches. Some initial workdeploying mixed methods has been undertaken in theassessment of investment climate reforms, but considerableroom for expansion exists. This paper summarizes some of thekey principles and practices underpinning mixed methodsevaluations in development, highlight some notable examplesof how such work has been conducted (and the particularcontributions it has made), and offers some guidelines forthose seeking to increase the sophistication and utility ofqualitative methods in the evaluation of investment climate reforms.
