This report was prepared by the WorldBank at the request of the Government of Timor-Leste, and isused to assist the government with short-term budgeting andunderstanding the long-term dynamics of its new pensionprogram.It summarizes findings regarding the financial andactuarial status of Timor-Leste's pension program forcivil servants, the quot;Temporary Social Security RegimeRegarding Old Age, Disability and Death for StateWorkers.quot;Timor-Leste is expecting rapid populationgrowth over the next 75 years.The growth of thepopulation, decentralization, and the expected transition toa middle-income country will drive the need for a growingnumber of future civil servants.Section I brieflysummarizes the legal environment and the provisions of thepension program for civil servants.Section II summarizesthe results of the analysis and estimates the cost of theprogram on a pay-as-you-go basis with payments from thebudget, and on a funded basis with contributions as apercent of payroll.Section III discusses the sources ofthe input data and the methods used to prepare the data foruse in this valuation.Section IV summarizes themacroeconomic and demographic assumptions used to preparethis valuation report.Section V comments on some of thenon-standard design features of the pension program.Finally, Section VI summarizes the team's findings anddiscusses the next steps required in the implementation ofthe civil service pension program.
