【 摘 要 】

One of the strong messages that came outof the recent United Nations Climate Change conference inDurban was that the private sector has to play an importantrole if we are to globally move toward a low carbon, climateresilient -- or "climate compatible" -- future.However, private investment will only flow at the scale andpace necessary if it is supported by clear, credible, andlong-term policy frameworks that shift the risk-rewardbalance in favor of less carbon-intensive investment. Theprivate sector also needs information on where to invest inclean energy in emerging markets, and it needs policysupport to lower investment risk. Barriers to low carboninvestments often include unclear and inconsistent energypolicies, monopoly structures for existing producers,stronger incentives for conventional energy than cleanenergy, and a domestic financial sector not experienced innew technologies. With the long-term goal of promoting andaccelerating the implementation of climate mitigationtechnologies, this study aims to facilitate development of apolicy framework for promoting sustainable investmentclimates for clean energy investments in South Asia andelsewhere. A key aspect of the study is also the pilotconstruction of the Climate Investment Readiness Index forseveral countries. The index is a tool to objectivelyevaluate the enabling environment for supporting privatesector investment in select climate mitigation or low carbon technologies.
