Maharashtra State ElectricityTransmission Company Limited (MSETCL) was created in 2005 asa part of the unbundling exercise of the verticallyintegrated state power utility. The objective of this noteis mainly summarizing the activities undertaken under theTechnical Assistance (TA) program. This note also seeks toshare the experience of Maharashtra in undertaking fasttrack transmission infrastructure development through a wellformulated strategic alliance approach and putting in placeimproved business processes/organizational structures, toeffectively implement this approach, with otherstates/stakeholders in the country. This dissemination isexpected to motivate other power sector state utilities toappreciate the usefulness of the capacity building exerciseas a means to bring about organizational transformationrequired for infrastructure scale up and to meet the marketchallenges arising from the current open access scenario inthe power sector.
