This paper analyzes the difficulties fornonbank RSPs in their indirect access to the domesticpayment system infrastructure. It presents the background(section three) and the current situation, giving examplesfrom a few key sending markets (section four). The mainfactors underlying the current situation are outlined(section five), and several potential pragmatic solutionsare presented as a basis for further discussion along withimplementable action plans (section six). The paperconcludes with possible next steps (section seven).
