Working closely with the client, the taxdepartment of Lao PDR, and World Bank colleagues, theInvestment Climate Advisory Services team designed androlled out a multifaceted campaign to introduce a new tax inLao PDR, one that surpassed our own expectations andcontributed to increased registrations and collections. Thiswas the first time such a campaign had been mounted for aninvestment climate advisory client in Lao PDR, and ithappened within a very tight timeframe, so it wasn'tall smooth sailing. This smart lesson relates ourexperiences and lessons along the way, demonstrating inparticular how communications, if done well at the projectpre-implementation stage, can help build client and partnergoodwill for the technical work to follow.
