Road use charging is used by agenciesfor activities ranging from revenue collection, throughdemand and environmental management. It is applied onindividual road segments, such as an expressway, or overgeographic areas, such as zones in a city or even an entirecountry. When a government is considering implementing aroad use charging system, it needs to consider four broadissues: (i) the technology to adopt; (ii) how it will beoperated; (iii) how compliance will be enforced; and (iv)the social impact of the system. This transport noteaddresses each of these four issues, and presents guidelinestowards implementing a successful road use charging scheme.
