This concept note presents the strategicengagement of the World Bank in the areas of public sectormanagement and governance in Colombia. It describes theshort and medium term approach through which the Bank willprovide support to the country on those areas of reform, aswell as their links and synergies with other sectorsactivities. It also provides a summary of the Bank'spublic sector management and governance recent activitiesand their links with the program proposed by this strategy.This concept note lays out the strategy and program offinancial support, knowledge and convening services tocontinue supporting the Government's public sectorreform agenda in a demand-driven and flexible manner. Theprogram aims to contribute to improve sustained andinclusive growth and competitiveness through strengthenedgovernment's management and improved service delivery.Its objectives are aligned with the National DevelopmentPlan (NDP) pillars and cross-cutting themes of goodgovernance and regional development and integration, as wellthe Country Partnership Strategy (CPS) outcomes. Theremainder of this note is structured as follows: (i) sectiontwo summarizes the trend public sector reforms have beenfollowing in Colombia; (ii) section three provides anoverview of the trajectory the reform key NationalGovernment Management Institutions (NGMI) has followed inColombia, summarizing the current status ofGovernment's efforts in this area and outlining thepending policy reform agenda; (iii) section four presents areview of past Bank engagement in NGMI' s reforms and adescription of the strategy to respond to theGovernment's priorities and pending reform agenda,including key expected outputs; (iv) section five providesan overview of the trajectory decentralization reform hasfollowed in Colombia, summarizing the current status ofGovernment's efforts in this area and outlining thepending policy reform agenda; (v) section six presents areview of past Bank engagement in decentralization reformsand a description of the strategy to respond to theGovernment's priorities and pending reform agenda,including key expected outputs; and, (vi) section sevencontains a resource section, describing the timeline ofproposed activities, budget, team composition, and processesfor quality review, monitoring and evaluation.
