The main objective of this study is toprovide a rigorous empirical understanding about the currentstatus of School Based Management (SBM) and the relationshipbetween SBM and learning outcomes in the Philippines with aview to identifying the pathways to improving SBMimplementation for improved student achievement. The studymakes three potentially important contributions to thepolicy analysis in support of the implementation of BasicEducation Sector Reform Agenda (BESRA) in general and SBM inparticular; (i) construction of the Basic EducationInformation System - National Achievement Test BEIS-NATPanel Database for 2005-2010; (ii) methodology for policyanalysis of SBM; and (iii) Findings from analysis of SBM.These studies have some findings; the findings are groupedinto four categories: (a) SBM implementation, (b) resourceallocation, (c) principal professional development, and (d)data and information management. Needless to say, theseissues are inevitably interrelated so it is important for usto integrate the findings to derive policy implications.
