In 2008, the Integration and TradeSector (INT) of the Inter-American Development Bank (IDB)designed an innovative project in Central America calledInternational Goods in Transit (or TIM, its Spanishacronym), which has dramatically improved the speed andefficiency of border clearance for goods in transit. The TIMis an electronic system for managing and controlling themovement of goods in transit that harmonizes previouslycumbersome procedures into a single electronic document,consolidating information and certifications from variousauthorities including migration, customs, andhealth/agriculture. The project is based on three mainpillars: (1) process reengineering: TIM harmonizes multiplepaper-based declarations into a unique and comprehensiveelectronic document that gathers all data needed by customs,migration, and phytosanitary agencies; (2) informationtechnology: TIM connects the intranet systems of allagencies participating in the project. It includesstate-of-the-art risk analysis and cargo control systems;and (3) cooperation: TIM improves cooperation within thecountry and between the different agencies operating atborder crossings in the Mesoamerican region.
