Trade Policy Barriers : An Obstacle to Export Diversification in Eurasia

【 摘 要 】

Despite trade liberalization effortsmade by Eurasian countries, the export structure of theregion shows significant levels of concentration acrossexport destinations. To shed light on this observation, thisresearch analyzes trade policy barriers in Eurasia, EastAsia and the Pacific, and the European Union. Using the mostrecent data from sources including the World TradeOrganization, the United Nations, and the World Bankincluding the Overall Trade Restrictiveness Indices, theServices Trade Restrictions Database, and the TemporaryTrade Barriers Database the role of tariffs, non-tariffmeasures, temporary trade barriers, trade agreements, andtrade barriers in services are explored to explain the lackof diversification by destination. Several conclusions canbe drawn from the analysis. First, China, Korea, and Japan,as well as the European Union, impose high levels ofprotection on products of animal origin, which may explainthe lack of Eurasian export diversification toward the EastAsia and the Pacific and the European Union regions. It alsohighlights the potential benefits of diversifying thestructure of production in Eurasia toward more sophisticatedand technologically intensive goods. Second, the East Asiaand the Pacific region (especially China) appears to be moreprotectionist than the European Union, suggesting a greaterchallenge for Eurasian countries in diversifying exports tothe destination. And third, few or no regional tradeagreements exist between Eurasian countries and countries inthe European Union or East Asia and the Pacific.
