【 摘 要 】
This paper reports on the latest updateof the Worldwide Governance Indicators (WGI) researchproject covering 212 countries and territories and measuringsix dimensions of governance between 1996 and 2006: voiceand accountability, political stability and absence ofviolence, government effectiveness, regulatory quality, ruleof law, and control of corruption. This latest set ofaggregate indicators are based on hundreds of specific anddisaggregated individual variables measuring variousdimensions of governance taken from 33 data sources providedby 30 different organizations. The data reflect the views ongovernance of public sector, private sector, andnongovernmental organization experts, as well as thousandsof citizen and firm survey respondents worldwide. The paperalso explicitly reports the margins of error accompanyingeach country estimate. These reflect the inherentdifficulties in measuring governance using any kind of data.It finds that even after taking margins of error intoaccount, the WGI permit meaningful cross-countrycomparisons, as well as monitoring progress over time. Inless than a decade, a substantial number of countriesexhibit statistically significant improvements in at leastone dimension of governance, while other countries exhibitdeterioration in some dimensions. The decade-long aggregateindicators, together with the disaggregated individualindicators, are available in a newly-redesigned website at www.govindicators.org.
