【 摘 要 】

The authors present estimates of sixdimensions of governance covering 199 countries andterritories for four time periods: 1996, 1998, 2000, and2002. These indicators are based on several hundredindividual variables measuring perceptions of governance,drawn from 25 separate data sources constructed by 18different organizations. The authors assign these individualmeasures of governance to categories capturing keydimensions of governance and use an unobserved componentsmodel to construct six aggregate governance indicators ineach of the four periods. They present the point estimatesof the dimensions of governance as well as the margins oferrors for each country for the four periods. The governanceindicators reported here are an update and expansion ofprevious research work on indicators initiated in 1998(Kaufmann, Kraay, and Zoido-Lobat 1999a,b and 2002). Theauthors also address various methodological issues,including the interpretation and use of the data given theestimated margins of errors.
