【 摘 要 】

A number of countries around the worldhave in recent years implemented environmental performancerating and public disclosure programs, and, where evidenceis available, these programs have been shown to inducepollution reduction. Based on previous research andpractical experiences from several Asian countries, thispaper provides a systematic review and discussion of thepractical issues involved in designing and implementingenvironmental performance rating and public disclosureprograms, including the legal and institutional framework,scope and coverage determination, performance ratingmethodology, data collection and verification, disclosurestrategy, credibility assurance, program set-up andexpansion, etc. The authors offer comments andrecommendations, where appropriate, for environmentalregulators to tackle these practical issues. The reviews anddiscussions are intended to be concise, simple, andsystematic, and alternative options are discussed in asuccinct manner, so that they can be readily used byinterested environmental regulators and researchers.
