【 摘 要 】

Globally, over 40 million people havebeen forced to leave or flee their homes due to conflict, violence, and human rights violations either as refugeesoutside their country of origin or Internally DisplacedPersons (IDPs). A substantial number live in protracteddisplacement where return has not been possible.Forceddisplacement is a humanitarian crisis: but it also producesdevelopmental impacts - short and longer term, negative andpositive - affecting human and social capital, economicgrowth, poverty reduction efforts, environmentalsustainability and societal fragility. A prevailing view isthat refugees are a burden on the development aspirations ofhost countries and populations and that negativesocio-economic and environmental impacts and costs outweighthe positive contributions (actual or potential) thatforcibly displaced people might make. The losses incurred bythe displaced populations themselves reinforce perceptionsof vulnerability and dependency and thus assumptions of theburden they might impose. This study provides such amethodology. The development and drafting of the methodologyand the state of the art literature review was conducted bythe refugee studies centre, with valuable and constructiveinputs from the partner organizations.
