As in many developing countries, datacollection has proved to be a considerable challenge inPapua New Guinea (PNG). A welcome effort at data collectionon dispute incidence and personal security was made inPNG's household income and expenditure survey (HIES orthe Survey), (2009-2010) an experience that also highlightssome of the challenges of such an exercise. For the firsttime, the HIES asked questions about dispute incidence andpersonal security. The survey was administered in allprovinces of PNG to a nationally and regionallyrepresentative sample of over 4,000 households, and providescomprehensive data about the socio-economic status ofhouseholds. The results are representative at the level ofthe country's four regions (Southern, Highlands,Momase, and Islands) plus the metropolitan area (whichcomprises the major urban areas of National Capital Districtand Lae), as well as for a rural or urban breakdown withineach region. This briefing note highlights some of the mainfindings on dispute and personal security, noting whichresults need to be treated with caution. It also distils anumber of lessons from this data collection effort.
