This study seeks to examine and reflecton the process, results and lessons of the efforts torecognize and assist veterans of the resistance inTimor-Leste. The aim is to document those aspects that mayhave value for other post-conflict settings where nascentinstitutions are attempting to wrestle with similar issues.The paper proceeds in four sections. Section two providesbackground and contextual information. Four themes arecovered: the development of veterans' policy inpost-conflict settings; the history of the Timoreseresistance movement; military formation and demobilizationunder United Nations Transitional Administration in EastTimor (UNTAET); and, the predicament of veterans at thereestablishment of independence (2002). Section threedocuments the creation of veterans' policy inTimor-Leste. In rough chronological order it focuses onseven phases: the establishment of the veterans'commissions; the registration of veterans; publicconsultations; legislation development; recognitionmeasures, pensions and assistance, as well as some of thekey challenges ahead. Section four draws out some of the keylessons of the Timorese experience, including both morestrategic and more operational lessons. Section five concludes.
